City Assessor

The City of River Falls contracts with Accurate Appraisal to perform the valuation of all real and commercial property within the city. Assessment procedures are governed by Chapter 70 of the Wisconsin Statutes and the Wisconsin Property Assessment Manual

In Wisconsin, property assessments are periodically updated to reflect current market conditions, ensuring fair distribution of property taxes. These updates can take the form of full revaluations, exterior revaluations, or interim market updates. An interim market update involves adjusting property values based on market data without conducting physical inspections of every property.

The City of River Falls is performing an Interim Market Update in 2025. These are performed every few years and help maintain fairness in property tax assessments. Residents should be aware that this is only an external evaluation of properties and that Accurate Appraisal will not be entering homes.

The City of River Falls last conducted a market update for all properties in 2021. Since then, market conditions have evolved, and assessed values no longer accurately reflect current market trends. To maintain fairness and equity, the State of Wisconsin provides guidelines, that property values be reassessed to align with the fair market value of comparable properties.

It's important to understand that property assessments determine your share of the local property tax levy. Assessors consider factors such as property size, construction type, age, amenities, location, and condition, as well as recent sales of comparable properties, to determine assessed values. If you believe your property's assessment does not reflect its fair market value, you have the right to appeal the assessment.

Open Book, Monday, July 14, 2025, 1-5 p.m. and Tuesday, July 15, 2025, 8 a.m.-12 p.m.

Property owners have the opportunity to discuss the value of their property at Open Book. Open Book is a conference, either face-to-face or over the phone, with the City's assessor to discuss the value of their property. A typical open book meeting lasts about 15 minutes. Property owners should share a recent appraisal, evidence of value, and any recent sales. The assessor will share their sales analysis and explain how they came to your new value. Property owners have until 48 hours before Board of Review to contact the assessor about a new value. 

You can submit a request for assessment review by simply visiting https://accurateassessor.com, selecting your municipality, watching a brief video and submitting the form. An assessor will reply to you after your submission. 

Board of Review, Wednesday, September 10, 2025, 4-6 p.m.

Following Open Book is the Board of Review. The Board of Review functions like court and is required to evaluate evidence based on facts. Property owners or their representative must provide factual evidence that their property is inequitably assessed. The burden of proof is solely on the taxpayer. The assessor’s value is presumed correct by state law until proven otherwise.

Please attend the Open Book prior to making an appointment for Board of Review. Property owners can set an appointment for the Board of Review by contacting the City Clerk's office. All original signed paper Objection Forms Packet must be submitted to the City Clerk no later than 4 p.m. 48 hours prior to the Board of Review.
